North 40 weekend: demonstrators make points, Wellesley College issues asphalt clean-up alert

Organizers of Saturday’s Save the North 40 demonstration in front of the Central Street fire station estimate 150 people stopped by during the 2-hour event to learn more about their cause: urging Wellesley College to sell its North 40 property to a conservancy that will preserve it for public use and wildlife.

A key message made by the demonstrators was that land trusts, including the local non-profit Wellesley Conservation Council, don’t bid competitively to acquire land under the kind of process used by the College.

The College has narrowed down a list of bidders to 5, all of which plan some sort of housing or municipal uses for the land, and says that a portion of the land would be protected.

Friends of the North 40’s Michael Tobin says organizers invited  many groups from the community that have environmental and sustainable goals in their charter.  Members of groups including the Wellesley High School Green Team, Friends of Brookside, Wellesley Conservation Council, Brookside Gardens, Weston Road Community Gardens, Sustainable Wellesley, Friends of Fuller Brook and Friends of Morses Pond.

Also, Marianne Cooley and Ben Hammond from the college Real Estate Revenue Task Force attended.

After a speech by Tobin, he presented Cooley, clerk of Wellesley’s Board of Trustees, with a notebook including 1,635 petitioners names and their comments. Tobin ended his speech like this: “Today’s date is 12-13-14.  Let’s make 15 the year we Saved the North 40!”

Meanwhile, on Sunday, Wellesley College’s Hammond announced to North 40 neighbors that:

“Recent work on site brought to our attention the discovery of asphalt in the southern portion of the North 40 land parcel. We have since tested the substance and while the results confirm that it is not hazardous, it does need to be removed. The College will be removing the substance from an isolated area within the coming weeks. During this time you may notice some activity on the North 40 as our team removes the debris.

Testing has revealed that the asphalt appears to have been on the site for 50 to 100 years. It is likely that the substance was disposed of by an unknown third party as it is not consistent with any material used for College purposes.

The removal process is set to begin on December 15 and will continue through year end; part of this process will include trucks and heavy machinery accessing the southern portion of the land by way of the aqueduct. For safety reasons, the Crosstown Trail will be closed during the period that equipment will go back and forth over the aqueduct. Further, the old landfill trail will not be accessible while trucks are on the site. We encourage neighbors to enjoy their walks in other parts of town over this time.  We are working with the town to be sure this process is handled quickly and with minimal inconvenience to you, our neighbors.

Wellesley North 40 bidding enters homestretch

North 40 pine treesWellesley College has narrowed down to 5 the number of bidders in contention for its North 40 property and the town remains in the running for it.

The College held what one attendee referred to as a “hastily called meeting,” according to the North 40 Wellesley Project blog.

The College has published the presentation from that night online, and indeed says that it hopes to make a recommendation for a buyer on Dec. 10 and announce the winner shortly thereafter.

Wellesley College received 13 proposals, none from conservancies (the Save the North 40 crowd has been pushing for a conservancy to enter the bidding and for the school to give conservancies time to cobble together a bid/funding). The College stated that conservancies didn’t consider the property a high priority in that the town bylaws already protect half the land and it doesn’t feature any real special species.

Among the remaining bidders is the outfit that developed the North Hill senior living facility in Needham (North Hill at the North 40?), according to the attendee who shared notes with the North 40 Project blog. North Hill did recently state it had made a bid.

Proposed uses from the five remaining bidders include single-family homes, apartments, age-restricted housing, assisted living and various municipal uses.

The Townsman reports that Wellesley College says the remaining bidders are all offering in the neighborhood of $25M and pledging to leave 20 to 30 acres of open space.

Those displeased with the overall process have made us aware that the Moveon.org petition pushing for the College to sell the North 40 to a conservancy now has more than 1,600 signatures. Some alums signing the petition have indicated the school’s actions could result in them cutting off or reducing donations to their alma mater. Adding insult to injury for some Save the North 40 movers and shakers: Their lawn signs were recently swiped over the Thanksgiving holiday.

Wellesley North 40 guided walk (Oct. 18), Kids’ Trails Day (Oct. 19)

Enjoy the outdoors this weekend in Wellesley with two events organized by the Wellesley Trails Committee.

On Saturday, Oct. 18, from 9-10am, explore the much discussed North 40 property near Morses Pond.  This easy and enjoyable walk will take trails adjacent to the Crosstown Trail along the Cochituate Aqueduct, through woodlands and a pine forest, to a vernal pool and the community gardens. Meet at 9am at the gate to the town beach, located at the end of Turner Road, 0.3 mi. west of Weston Road.

Wellesley Kids' Trails DayOn Sunday, Oct. 19 from 1-3pm, children and others are invited to head into the woods to have fun and explore nature during the annual Kids’ Trails Day. Children will look for treasure boxes using letterboxing (written clues). Refreshments served at the end of the activities. No registration required. Children must be accompanied by an adult. Meet at 1 p.m. at Morses Pond parking lot, which will be open for this event. From Weston Rd, follow Turner Rd to the entrance to Morses Pond, follow access road for 0.3 mi, and parking  lot is on your right.

Wellesley North 40 purchase plans: Hold everything!

North 40 trails walk july 2014The Town of Wellesley and Wellesley College have issued a joint statement regarding discussions by the school to sell the North 40 property and efforts by the town to be considered as a buyer.

Concerns have been raised by the town and Save the North 40 backers that Wellesley College’s timetable of getting a deal done by year end was too rushed (not nearly enough time, for example, to see if a conservancy can scrape together the funds to make a bid), and the College now seems to be agreeing. The Wellesley Board of Selectmen, meanwhile, has North 40 as a topic for its open and closed (executive session) agenda for Monday night at Town Hall.

Here’s the statement:

Working since last May, the Town of Wellesley and Wellesley College developed timelines for our respective processes regarding the future of the North 40. It was initially envisioned that decisions in this regard might be considered at a meeting of the College’s Board of Trustees and a Town of Wellesley Special Town Meeting, both of which were previously planned for the end of October.

With this goal in mind, the Town and the College have been working diligently and in good faith throughout the spring, summer and early fall. Discussion of the future of the North 40 has triggered a rich of potential ideas, and the Town’s proposal is one of those under consideration. Given the importance of the North 40 to our shared community, both the College and the Town recognize the need to allow further time to complete these important deliberations. Accordingly, the two parties have agreed to defer final decisions by the Trustees and Town Meeting until a later date. We are working collaboratively to develop a revised timetable and will provide more guidance on this shortly.

Wellesley Steering Committee unanimously recommends town purchase North 40

North 40 pine treesThe North 40 Steering Committee recommends that the Wellesley Board of Selectmen buy the Wellesley College property along Weston Road and Rte. 135 for municipal purposes:

“The Committee has three core findings in making this recommendation: the site for over 130 years has been utilized as a Town asset and failure to acquire the site would be a loss for Wellesley residents; the site’s size and location as exhibited in this report can serve a variety of municipal needs; and third party development of the site may severely impact the Town’s infrastructure with regards to traffic and elementary school student population.”
You can read the full report, which is part of a 185-page “book” (!) issued to Town Meeting Members from the Advisory and North 40 Steering Committees. Advisory will make its recommendation closer to the date of the Special Town Meeting, which starts on Oct. 27.

Wellesley North 40 public workshops on tap

North 40 pine treesWellesley’s North 40 Steering Committee in consultation with landscape and community planning outfits will be hosting a series of public workshops to create a vision for the potential use of the North 40 for municipal purposes. The following workshops are scheduled at the Wellesley High School Cafeteria:

Neighborhood Workshop for Weston Road and Woodlands Neighbors: Sunday, September 7, 2014 at 7:00 pm

Town-Wide Workshop (Two Sessions Available): Sunday, September 14th 2:00 pm – 4:00 pm and Sunday, September 14th 7:00 pm – 9:00 pm

The workshops will explore how residents currently use and value the North 40 and surrounding area, and will consider the varied relationships between the North 40 and the adjacent neighborhoods and Morses Pond. Participants will be encouraged to identify issues and opportunities for alternative land uses, and to develop goals for any potential municipal use located on the site. This visioning exercise will in no way determine the final use of the land should the Town acquire the site, but rather will inform the Board of Selectmen on whether the residents of Wellesley see value and potential opportunity to expand services and assets with acquisition of the site.
